It encompasses elements such as data centers, computing capacity (GPUs and specialized chips), foundational models and, notably, the data generated within its borders.
Its relevance is both economic and geopolitical. Having Sovereign AI allows States to:
- Reduce technological dependence on foreign powers or companies.
- Ensure compliance with their own privacy and security regulations.
- Protect sensitive data (healthcare, defense, public administration).
- Boost national industrial competitiveness.
A practical nuance is that total sovereignty is very costly, which is why many countries opt for hybrid models: they invest in their own computing and models for critical sectors, while continuing to use global services for less sensitive tasks. Initiatives such as language models trained in local languages or European supercomputing infrastructure plans illustrate this trend.
